That average is a starting point, not a target. Practice area, city and what you count as a "lead" move the number more than anything else.

The average mixes every practice area. Personal injury, mass torts and criminal defense in a large city cost far more. Estate planning in a small market can cost less. An average across all of them does not describe any one firm.
Work out your own ceiling
The useful number is the most you can pay for a lead and still make money. You need three figures from your own intake records:
- Average fee for each signed case. Use the fee you actually collect, not the list price.
- Lead-to-consultation rate. Of every 10 leads, how many book a consultation?
- Consultation-to-signed rate. Of every 10 consultations, how many sign?
Then: break-even cost per lead = average fee × lead-to-consultation rate × consultation-to-signed rate.
For example, a firm with a $4,000 average fee, where 4 in 10 leads book and 1 in 4 consultations sign, signs one case for every 10 leads. Its break-even cost per lead is $400. To pay for intake time and still keep a profit, it might aim for a third of that. Your numbers will differ. Use them, not this example.
Why "cost per lead" can mislead
- Not every lead is a lead. Spam, wrong practice areas and people outside your state all count as leads in Google Ads unless you filter them out. A low cost per lead full of junk is worse than a higher one full of real matters.
- Speed changes the math. In Clio's 2024 secret-shopper study, only 40% of law firms answered the phone when a prospective client called. A lead you do not answer costs the full price and returns nothing.
- Cost per signed case is the real number. Track leads all the way to signed cases, then judge the ads on cost per signed case.
